Buffy Bullis, the City of Monrovia’s administrative services director, outlines the General Fund Budget for the upcoming fiscal year. The budget which the council adopted is, according to Bullis, “structurally balanced” and expected to run a surplus of $8,000. Expected revenues are expected to equal expenditures at $39.99 million.

One point Bullis stressed was the City’s commitment to “fiscal resiliency.” She noted the City has a plan with five plan principles:
